Neighbourhood Plan Submission
On 11th March 2019 , Fleckney Parish Council approved the submission version of the Neighbourhood Plan. The Neighbourhood Plan and supporting documents have been submitted to Harborough District Council and can be accessed here:

Following the submission of the Fleckney Neighbourhood Plan, the Plan was publicised by Harborough District Council for a six week period and representations were invited. The consultation period closed on 11th September 2019.
Examination
Harborough District Council with the agreement of Fleckney Parish Council, appointed an independent examiner, Mrs Ann Skippers, to review whether the Plan met the Basic Conditions required by legislation and should proceed to referendum.
On 8th March 2020 Fleckney Parish Council considered the Independent Examiner’s Report on the Fleckney Neighbourhood Plan 2018 – 2031.
The Examiner had stated in her report that she was satisfied that the Fleckney Neighbourhood Development Plan, subject to the modifications she had recommended, meets the basic conditions and the other statutory requirements outlined in the report.
The Examiner also stated that subject to the modifications proposed in the report that she was recommending to Harborough DC that the Plan can proceed to referendum.

The Examiner saw no reason to extend the referendum area beyond the Plan area.
Harborough DC had indicated the 25th June 2020 as a likely date for the referendum to be held.
The Parish Council resolved that the Independent Examiner’s Report be received and noted and the modifications to the Fleckney Neighbourhood Plan 2018 – 2031 as set out in the report be accepted.
At its meeting on 1st June 2020, the Harborough District Council Cabinet agreed that all the Examiner's recommended modifications should be accepted and that the amended Fleckney Neighbourhood Plan should proceed to a referendum.
Decision Statement
Following an Independent Examination, Harborough District Council now confirms that the Fleckney Neighbourhood Plan will proceed to a Neighbourhood Planning Referendum on 6th May 2021.
The Examiner has concluded that with modifications the Plan meets the basic conditions and other relevant legal requirements. Harborough District Council concurs with this view and that the Plan complies with the provision made by or under sections 38A and 38B of the 2004 Act. Therefore to meet the requirements of the Localism Act of 2011 a referendum which poses the following question will be held in the Parish of Fleckney.
